Annual City Budgets

Operating and Capital Financial Plans

Each year, City Council approves a budget that outlines estimated revenues and expenditures. These funds are used to maintain public infrastructure, deliver core municipal services, and invest in long-term community projects. Below you will find the comprehensive budget documents for current and previous fiscal years.

Current Year Budget

2026 Operating & Capital Budget

At the beginning of 2026, City Council adopted the budget focused on long-term sustainability. This included an anticipated 1% uniform mill rate increase to maintain city services and replenish financial reserves.

While property taxes and grants are the primary income sources for city operations, the City is also moving toward a "user-pay" model for water and sewer services (now about 4% away from being fully self-funded through user fees and utility grants). The goal of this model is to ensure that those who use these services pay for them directly, so property taxes aren't subsidizing the water and sewer usage of others.

YOUR TAX DOLLARS AT WORK

This chart focuses on the 31% of City revenue gathered through property taxes. Unlike the charts above, this breakdown separates capital purchases to show how we use your taxes for long-term investments.

The allocation of these funds clearly supports City Council’s priorities of public safety and accessibility, with over half of every tax dollar collected dedicated to Transportation (30¢) and the RCMP (21¢). By concentrating your tax dollars on essentials like roads, sidewalks, and safety, we ensure your investment goes directly into the services that benefit residents.
